Both are symptoms. The cause is usually simple, and sometimes it is not safe to ignore.
Outlet not working
Check for a tripped GFCI in a bathroom, garage or outdoors. If it is not that, there may be a loose wire or a failed device. If the outlet is warm or smells, turn the breaker off and call.
Breaker keeps tripping
A breaker that trips under load can mean an overloaded circuit. One that trips right away can mean a fault. Do not keep resetting it, and do not put in a bigger breaker. Call, and we find the cause.
Flickering lights
One fixture is usually a bulb or a switch. Every light in the house is a neutral or service problem and needs a call right away.
